Certifying of Quorum – Call to Order
The meeting was called to order by President, Jim Frey at 7:05 p.m. Directors Harold Walters, Anthony Jones, and Susan Beller were in attendance, making this 4 out of 5 current board members present which made this a quorum. Kasey Green from McNeil Management was also present. Kasey Green showed proof of the timely notice of this meeting had been mailed to the community members on October 15, 2009.
Reading of unapproved Minutes
On Motion: Duly made by Susan Beller, seconded by Harold Walters and carried unanimously.
Resolved: To waive the reading and approve them as presented.
Financial Reports
Remain as of the last meeting with no changes. Discussion open to the floor with no questions voiced.
Committee Updates:
ACC - No new requests have been received.
Neighborhood Watch – No responses from posting in community, we still need members to form the group.
President Jim Frey spoke about the accomplishments of the community during last year after the BOD had been handed down from Lennar Builder to our community:
Change of Management Companies for a smoother work relationship.
Streetlight will be paid by Plant City now and not our HOA, yearly savings of $11,000.
Change in Insurance Company for HOA, saving of approximately $1000.00.
Change in lawn service with a savings of approximately $1000.00.
Change in Attorney who does not charge until he has collected on the violations/assessments. Last attorney billed us first before he collected.
Plant City Code Enforcer has cut vacancy houses and lot to charge the owner of property, with no cost to us.
Two of Freemarr’s unoccupied homes have been bought by Radd Builders.
It has been hard to collect dues due to the ecomony if any one is having hardship call your Management Company McNeil’s so payment arrangements can be set up for you, Let someone know.At this time we have more that ½ of the community paying dues. We want to get back to having social events that uses our time, talent and treasures and make this a great community to live in.
2010 Budget Assessment / Board Discussion
Two options were put before the Board for 2010 Budget
Budget to stay as it is at $96,000.00 a year.
Reduce the budget to $80,000.00 (on good faith) and reduce the quarterly dues to $100.00 from $120.00 a quarter. If this produces a deficits at the end of the year a Special Assessment will be needed.
On Motion: Duly made by Harold Walters and seconded by Anthony Jones and was carried unanimously
Resolved: To reduce the draft of the 2010 budget to $80,000.00.

Community Updates
200 lots in Trapnell Ridge 15 are not occupied.
Fencing problem of hole kicked in for access to Magnolia Pool.
Back gate has a rod broken.
Fence on east side has been kicked out and left.
We have been force mowing the model and lot next to it.
Rain gauge at front gate is not working correctly.
House for rent on Trapnell Ridge Dr. has Management Company waiting for money from owners to clean up property.
Fee for rental houses to be enforced according to documents.
Gold car in street at Trapnell Ridge Dr. has been red tagged by police.
Cost of streetlights from January to September per taxes should be $75.85 per lot.
